TRANSPORTATION ACCIDENT INVOLVING UNIRRADIATED FUEL

On July 7,1990, at approximately 10:30 p.m. , the licensee notified the NRC that a tractor-trailer carrying six containers of new fuel assemblies destined for a power plant in Arkansas had been involved in an accident. The shipment was transported by 8. E. Moore Trucking Co. , a company outs of Concord, Virginia (VA), and had departed the BW CNFP site approximately 3:30 p.m. on July 7. At approximately 8:00 p.m. that evening, the driver of the truck notified the licenses that he had had an accident while traveling southbound on Interstate 81 (I 81) near the town of Wytheville, VA. The VA Highway Patrol, along with the VA Emergency Services and the VA Hazardous Material (HazMat) team, were the first emergency ponders on the scene. They performed alpha contamination surveys and found no spread of amination. The licenne also dispatched an emergency response team which arrives about a.m. The licensee's team surveyed the entire accident scene and verified that no read of contamination had occurred.
Due to the accident, one of the containers had been thrown into the northbound lanes on I-81 and two of the containers had damaged outer seals. By approximately 4:00 a.m. on July 8, all containers had been cleared from the accident site and were shipped pack to the licensee's facility near Lynchburg, VA. The containers arrived back at the licensee's site at 11:45 a.m. on July 8,1990. The licensee opened the containers and found that some of the rods in some of the fuel assemblies appeared to have been bent as a result of the accident. However, the green plastic wrap that encloses new assemblies that are shipped to customers was intact.
The accident apparently occurred as a result of the driver gaining speed while going down hill and reaching a speed of approximately 75 miles per hour. While gaining At.
