NOTICE OF VIOLATI0tj Framatome Cogema Fuels Docket No. 70-1201 Lynchburg Manufacturing Facility License No. SNM-1168 During an NRC inspection conducted on May 11 through 15.' 1998, a violation of NRC requirements was identified. In a 7"rdance with the " General Statement of Policy and Procedures for NRC Enforcement Action " NUREG-1600, the violation is listed below:

10 CFR 20.1501(a) requires, in part. that each licensee'shall make or cause to be made, surveys that (1) may be necessary for the licensee to comply with the regulations in this part; and (2) are reasonable under

-the circumstances to evaluate concentrations or quantities of radioactive material.

Contrary to the above, from 1993 until February 1998. Framatome Cogema Fuels did not make or cause to be made, surveys necessary to show l

~ compliance with 10 CFR 20.2003(a) to reasonably evaluate the concentrations or quantities of insoluble uranium 3 resent in the retention tank water prior to transfer to the Lync1 burg Water Treatment j Facility, i This is a Severity IV violation '(Supplement IV). l Corrective actions for the violations addressed in this Notice have been i completed and the actions reviewed by NRC representatives. Therefore, no reply to the Notice is required.
