SUMMARY

-Scope:

This routine, announced inspection was conducted in the area of Fire Protection. The inspection focused on Commercial Nuclear Fuel Plants implementation of their Fire Protection Program as per corresponding license conditions. Amendment No.11 to Materials License No. SNM-1168, dated June 21, 1993, approved changes to Commercial Nuclear Fuel Plants license application which incorporated changes in accordance with four Branch Technical Positions which were published in the Federal Reaister dated March 21, 1989. One of these Technical Positions addressed Fire Protection and, accordingly, Fire Protection license conditions are now delineated in Section 6.2 of Commercial Nuclear Fuel Plants license application.

Results:

In the areas inspected, violations or deviations were not identified. The l

implementation of Commercial Nuclear Fuel Plants Fire Protection program appeared adequate and no observations were made of any circumstances or conditions which would preclude or otherwise hinder fire safety.

Fire Protection (88055) a.

Amendment No.11, to Materials License No. SNM-Il68, dated June 21, 1993, approved changes to Commercial Nuclear Fuel Plants license application which incorporated changes in accordance with four Branch Technical Positions (BTPs) which were published in the Federal Reaister dated March 21, 1989. The BTPs were entitled,

" Guidance on Management Controls / Quality Assurance, Requirements for Operation, Chemical Safety, and Fire Protection for Fuel Cycle Facilities." The approval of this submittal therefore removed Condition No. 17 from the license, and Fire Protection license conditions in accordance with the BTPs are now delineated in Section 6.2 of the license application.

Section 6.2 of the license application states, "The CNFP Fire l

Protection Program is administered by the Health Safety Section with the Manager, Safety and Licensing overseeing the program. CNFP utilizes internal Health Safety procedures to ensure adequate fire protection is established, inspected and maintained for new l

facilities, equipment and/or operations.

Internal procedures also provide instruction for our emergency rescue team in the event of a minor or major fire. Our pre-fire plan provides a hazard analysis associated with separate plant areas, fire emergency plans, and training. The Plan shall be reviewed by all fire fighting support agencies and updated accordingly. Accumulations of combustible materials within the CNFP shall be limited to the greatest extent practicable, consistent with operational requirements.

Supervision is responsible for assuring that areas under their cognizance are maintained in accord with good housekeeping and fire prevention practice."

The inspector reviewed'the above procedures and discussed them with a CNFP representative; no weaknesses or other discrepancies were identified. During a tour of work areas, no excessive accumulations of combustible materials were observed. Discussions with a CNFP representative, and a review of CNFP's Pre-Fire Plan, revealed that the plan was currently undergoing revision to bring it up to date 3

with some minor site changes which have occurred. This plan was yet relatively new, and it's development had just recently been completed. Current ongoing revisions also included an administrative mechanism to keep the plan up to date as changes to the facility occur, and the incorporation of revision numbers to enhance control of changes to the plan.

Section 6.2.1 of the license application states, " Flammable liquids shall be stored in' approved containers."

During a tour of work areas, the inspector noted that flammable liquids which were observed were stored in approved containers.

Section 6.2.2 of the license application states, " Fire extinguisher systems compatible with area nuclear safety requirements shall be L

installed or provided in accord with insurance and federal regulations. The above systems shall include portable extinguishers of a type (pressurized water, CO, and dry chemical) and size based 2

on the potential hazard. Agents such as "Metl-X" are available in areas where metal fires may occur. Sprinkler systems and other water-type extinguishing systems are not installed in moderation controlled areas."

l' During a tour of plant areas, the inspector noted that portable fire extinguishers had tags indicating the date of their last inspection and that no impediments existed to restrict access to them.

Section 6.2.3 of the license application states, "As part of its emergency program, the CNFP organization shall include a " fire brigade" staffed by qualified personnel, familiar with basic fire fighting techniques, the equipment available for their immediate use onsite, and the nuclear safety and health physics considerations 1

that are involved.

Fire Brigade members shall be retrained at least j

annually. The Manager, Safety and Licensing shall have oversight of

I consisted of 12 individuals as follows: A fire brigade chief and l

alternate, 6 firefighters, 2 associate members, I sprinkler valve controller, and I electrician. Training records for 1992 and 1993

. indicated that fire brigade training requirements of Procedure No.

AS-1101, " Employee Safety Training", Rev.14, dated June 12, 1992, i

and the license application were being met.

There'were no violations of regulatory requirements noted in this area.

Section 6.2.5 of the license application states, " Fire protection equipment shall be inspected routinely in accordance with NFPA (National Fire Protection Association) standards to ensure reliability."

i Ihis program requirement is implemented by Procedure No. AS-1116, "CNFP Fire Protection Equipment Control", Rev.13, dated July 15, 1993. According to procedure, audits of fire protection equipment included monthly fire extinguisher audits, weekly fire valve inspections, and annual fire hydrant checks. Audit records reviewed by the inspector for 1993 indicated that audits of fire protection equipment specified by the procedure were conducted at the required frequency.

There were no violations of regulatory requirements noted in this area.

Section 6.2.4 of the license application states, " Fire protection l

water shall be available at all times. There shall be a low l

pressure detection and alarm device and annual waterflow/ pressure j

tests shall be conducted routinely.

Section 6.2.6 of the license application states, " Areas under moderation controls shall be prominently posted and approved fire fighting techniques defined.

Deviations from the posted techniques can be approved only by one of l

4 the following members of the CNFP Emergency Team: Plant Manager, Emergency Officer, Health-Safety Officer. During periods when the plant is not in operation, at least two tours per shift shall be made by a representative of the security force or a CNFP employee."

During a tour of work areas the inspector observed postings of moderation controlled areas which indicated restrictions on fire fighting methods to be used. Also the low pressure detection and alarm system was observed to be in place.

There were no violations of regulatory requirements noted in this area.

Drills Procedure No. AS-1101, " Employee Safety Training", Rev. 14, dated June 12, 1992, requires that the fire brigade team participate in a drill at least annually. The inspector discussed this program requirement with a CNFP representative and reviewed corresponding docume:tation. On April 4,1993, CNFP conducted the following unannounced drill:

Maintenance ignited the old chemical storage building for a training drill for the fire brigade team. The fire location was southwest of the main plant behind the UF, storage. The fire was announced over the public address system at 9:53 a.m. and at 9:58 a.m., the fire brigade team was on the scene and by 16 07 a.m. the fire was extinguished. The drill was critiqued and corrective actions for three minor observed weaknesses were addressed.

There were no violations of regulatory requirements noted in this area.

Fire Protection Staffing Discussion with a CNFP representative revealed that, due to a reduction in force, the Industrial Safety Officer's position, which had been responsible for oversight of the Fire Protection Program, has been eliminated. The position now responsible for the oversight of the program is the Regulatory Compliance Officer (formerly the Industrial, Dosimetry and Environmental Tect nician).

There were no violations of regulatory requirements noted in this area.

Fire Insurer's Audit Report The inspector discussed and reviewed CNFP's fire insurer's audit report for 1993 with a CNFP representative. The audit report was dated May 6, 1993, CNFP's response was dated June 23, 1993. The audit appeared thorough and CNFP's response appeared adequate. This audit occurs as a l

requirement of procedure no. AS-ll25, "l:ealth-Safety Audits", Rev.11, i

dated January 20, 1992.
