During an NRC inspection conducted on February 24, 1997, a deviation of written commitments was identified.
In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Action," 10 CFR Part 2.
Appendix C, the deviation is listed below:

In a response dated March 4,1996, to a Notice of Violation, the licensee committed to the following:
Framatome Cogema Fuels will create an internal procedure that will serve as a reference document that defines NRC notification requirements which will include the 10 CFR 70.32(e) criteria. The I
internal notification document shall be completed by April 30, l
1996.

, Contrary to the above, the internal notification document (Regulatory I
Requirements for License Changes and Incident Reports), Revision 0, was completed on July 21, 1996.

deviations, and (4) the date when your corrective action will be completed.
Where good cause is shown, consideration will be given to extending the response time.
