TAC Numbers 63038 and 63039 Sack round Members of the NRC staff met with the licensee's representatives at Bethesda, Maryland, to discuss proposed revisions to specific sections of the Turkey Point h

Plant Units 3 and 4 Technical Specifications.

The licensee is converti t e existing custom plant Technical Specifications which were issued in the on er ng early 19?Os to the format and content of the Standard Technical Specifications for Westinghouse Pressurfzed Water Reactors (NUREG-0452).

Opening remarks by both the staff and licensee brfefly discussed the effort to date and purpose of the meeting.

The licensee described thefr review process, development constraints and the final product.

The interactions with the staff/licensee, control of changes and the general review process were discussed.

It was concluded that agreement to the details of the process for the review of the technical specification conversion would take place after this initial meeting.

The licensee provided a proposed schedule which appears to be reasonable.

However, the workload of both the staff and licensee could impact the overall schedule.

Both the schedule and review process will be detailed at the beginning of the next meeting.

Close interaction by all parties is necessary to assure that'he review will be implemented on a time1y schedule.

A detailed review of the following sections of the licensee's proposed technical specifications was performed:

Several followup items for both the staff and licensee were identified involving variances and deviations from the Standard Technical Specifications.

The resolu-tion of these items will be handled and agreed upon by informal communications.

The sections will be updated based on the agreements reached.

1<hen all sections of the draft proposal have been updated a revised submittal will be provided to the staff for their final review.

This process is similar to that used in a near term operating license (NTOL) review of proposed technical specificati'ons.

The followup meetings will take place at the site, the Region II office and at Bethesda to assure interaction with all the participants.

Physical systems and components can be verified during the site meetings.

The licensee identified some sections of the proposed technical specifications to be deleted or added which differ from the Standard Technical Specifications due to plant specific design features.
