Dear Sir or Madam:

The purpose of this letter is to submit the 2009 annual report of changes or errors in the Emergency Core Cooling System (ECCS) Evaluation Models pursuant to 10 CFR 50.46(a)(3)(ii) for Cooper Nuclear Station (CNS).

By the Reference letter dated August 18, 2008, the Nebraska Public Power District reported an error in an acceptable ECCS evaluation model reported by Global Nuclear Fuel in 2006.

The nature of the error is discussed in a General Electric Hitachi proprietary document that was previously provided to the Nuclear Regulatory Commission with the Reference letter.

This error involved a 00F change in the value of the Peak Clad Temperature (PCT). This same error continues to apply to the ECCS evaluation methodology for 2009. No reanalysis is planned at this time as the error is not significant. No other changes or errors in the ECCS evaluation methodology were identified during 2009 and the PCT remains as 2040'F. CNS continues to comply with the PCT limit of 2200'F specified in 10 CFR 50.46(b)(1).
