The purpose of this letter is to transmit to the Nuclear Regulatory Commission (NRC) the Cooper Nuclear Station (CNS) Annual Radioactive Effluent Release Report for the period January 1, 2006, through December 31, 2006. This report is included as Enclosure
- 1. This letter also transmits a copy of the current Offsite Dose Assessment Manual (ODAM) as Enclosure 2 and a summary of changes to the Process Control Program (PCP) as an Attachment.

The change that was made eliminated the reference to closing the first level dewatering suction valve from the sentence.
The sentence now reads: "When the first level dewatering pump suction line vacuum fluctuates rhythmically with the dewatering pump and/or drops to approximately 5 inches Hg the dewatering pump is secured.Justification for the Change The current operating procedure did not contain a step to close the first level dewatering suction valve as described in the Process Control Program (PCP) section above. Closing this valve is not required since the valve must be open in order to continue with the next section of the dewatering cycle. In addition, the valve is located in a high radiation area and unnecessary operations of this valve cause additional personnel radiation exposure and ALARA concerns.Determination that the Change Did Not Reduce Conformance to Existing Criteria Operation of the first level dewatering suction valve prior to stopping the dewatering pump has no impact on the process of dewatering solid radioactive waste. The next process after dewatering is drying which requires the dewatering pump to be restarted and the first level dewatering valve to be opened. There is no backflow into the solid waste container and the overall process of preparing solid radioactive waste to be shipped for burial is not affected.
Therefore, this change to the PCP does not reduce the overall confornance of the solidified waste product to existing criteria for solid wastes.Documentation of Acceptability of Change by SORC SORC approval of the PCP change was documented by the General Manager of Plant Operations on 1/10/2006.
