Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Meeting background and summary information is provided below.
Oklo and the NRC staff previously discussed Oklos fuel qualification strategy for current and future fuel types on November 13, 2024 (ML24339A057). At that meeting, Oklo described its approach to leveraging legacy fabrication methods, fuel specifications, and design limits. The staff provided feedback on the information that could inform future licensing actions related to the use of lead test assemblies.
The purpose of the September 17, 2025, meeting was for Oklo to address feedback from the previous meeting, present the content of a proposed topical report (TR) on fuel qualification to support its initial fuel design, and discuss its qualification strategy for subsequent fuel variants and prospective fuel system designs. Oklo shared a draft of the proposed TR with the staff prior to the September 17 meeting to facilitate the discussion.
Oklo stated that the purpose of the planned TR, Aurora Fuel Qualification Report, is to provide the basis for qualification of phase 0 fuel and to support future Aurora combined license applications.
Oklo stated that it considered NUREG-2246, Fuel Qualification for Advanced Reactors (ML22063A131), and NUREG/CR-7305, Metal Fuel Qualification: Fuel Assessment Using NRC NUREG-2246, Fuel Qualification for Advanced Reactors (ML23214A065),
during TR development and noted any deviations.
The staff shared the types of additional information that could be included in the TR to provide a more complete submittal. In particular, the staff emphasized that the TR would be more complete if it addressed the data gaps between the proposed Oklo Aurora fuel design and prior operational experience.
In a second portion of the meeting, Oklo introduced its strategy for advanced fuel development activities. Oklos objective for this portion of the meeting was to obtain staff feedback on its long-term fuel qualification strategy and to identify appropriate next steps to support future licensing actions.
Oklo referenced precedent methodology reports used by other licensees that provide flexibility in licensing future fuel design changes (e.g., see ML20330A195, ML20078S247, ML17347A026). These reports establish a methodology that, once approved, allows for streamlined qualification of subsequent configurations without requiring full extensive re-review of each design iteration.
The staff indicated that additional engagements may be necessary to support advanced fuel phases as the design and qualification approach evolves.
No regulatory decisions were made as a result of this meeting.
