Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).
On July 17, 2025, a hybrid partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Oklo Inc. (Oklo). The purpose of the meeting was for Oklo discuss its plan for designating certain activities as pre-construction. Oklo representatives provided an overview of the preconstruction activities for its proposed reactor at the Idaho National Laboratory site and its evaluation of these activities in comparison with the criteria of 10 CFR 50.10.
Oklo presented its proposed scope of preconstruction activities, and the staff asked clarifying questions to understand the safety and regulatory impacts of the activities. For items that are not clearly pre-construction in accordance with the regulations, the staff noted it would consider alternative regulatory approaches (e.g., exemptions).
Oklo stated that, because the site is within Idaho National Laboratory property, an environmental review by the Department of Energy (DOE) is required under the National Environmental Policy Act for pre-construction activities. To support this review, Oklo will provide the scope of pre-construction activities to DOE. Representatives of DOE participated in the meeting.
The NRC staff discussed plans to provide feedback on the scope of activities presented by Oklo.
No regulatory decisions were made as a result of this meeting.
