Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).
On August 21, 2025, a hybrid partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Oklo Inc. (Oklo). The purpose of the meeting was for Oklo to discuss its proposed topical report on staffing validation methodology.
Oklo presented its proposed topical report, and the staff asked clarifying questions to understand the content. Oklo provided a recap of previous interactions on this topic including submittal of a product-based operator licensing framework (PBOLF) topical report in March 2025.
Oklo noted that the staffing plan validation topical report builds on the PBOLF topical report by:
Providing a structured, technically justifiable process for determining operator staffing levels Applying human factor engineering (HFE) principles and analyses to determine appropriate operator staffing level, and Providing a validation basis for operator staffing levels.
Together, these topical reports provide the basis for Oklos fleet-based operations approach.
Oklo described its human factors engineering program noting that it aligns with the elements of NUREG-0711, Human Factors Engineering Program Review Model and is tailored considering the plant design and operational concept.
The staff noted that it would be helpful for staff to observe staffing plan validation as part of its review. Oklo replied that it is interested in having staff observe.
Oklo stated that it plans to submit the topical report on the docket in fall 2025 including a redacted public version. Oklo will request a 12-month review timeline.
No regulatory decisions were made as a result of this meeting.
