OF MAY 1, 2025, PUBLIC OBSERVATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3, DIGITAL UPGRADE OF THE EMERGENCY CORE COOLING SYSTEM COMPENSATED LEVEL SYSTEM (EPID L-2024-LRM-0009)
On May 1, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual, public observation meeting with Constellation Energy Generation, LLC (the licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) to support an emergency core cooling system (ECCS) digital instrumentation and controls (DI&C) upgrade for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom). The meeting notice and agenda, dated April 11, 2025, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25118A231. The enclosure to this summary contains a list of attendees. The licensees presentation slides are available in ADAMS at ML25118A037. During the meeting, the licensee discussed the internal diversity of the RadICS platform described in the referenced NRC topical report safety evaluation (SE) (ML19233A177). The licensee asked the NRC staff to confirm the staffs position regarding what the NRC credits from the RadICS topical report to eliminate the potential for common cause failure (CCF) of the RadICS platform. The NRC staff discussed specific language in the topical report using examples in the presentation to demonstrate that the NRC staff does not conclude in the topical report SE that the RadICS platforms diverse design features alone result in the platform not being susceptible to CCF. The licensee stated that they do not intend to submit a LAR for the ECCS DI&C upgrade to Peach Bottom at this time. Instead, the licensee plans to complete the modification under Section 50.59 of Title 10 of the Code of Federal Regulations (10 CFR). The licensee asked if the RadICS topical report SE could be used in the 10 CFR 50.59 evaluation, and the NRC staff responded that the topical report and topical report SE is intended to be used to support a licensing action not the 10 CFR 50.59 process.
The NRC staff did not make any regulatory decisions at the meeting. Members of the public were in attendance. Public Meeting Feedback forms were not received.
