OF DECEMBER 12, 2024, CLOSED MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 DIGITAL UPGRADE OF THE EMERGENCY CORE COOLING SYSTEM COMPENSATED LEVEL SYSTEM (EPID L-2024-LRM-0009)

On December 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with Constellation Energy Generation, LLC (Constellation, the licensee) at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was for Constellation and the NRC staff to discuss a proposed license amendment request (LAR) regarding a digital instrumentation and controls (DI&C) upgrade to the emergency core cooling system (ECCS) compensated level system for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom). The meeting notice and agenda, dated November 26, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24346A329. The enclosure to this summary contains a list of attendees.

During the meeting, Constellation discussed the planned approach for addressing the information that needs to be submitted to the NRC with the proposed LAR. The NRC staff stated that the Licensing Technical Report to be submitted with the LAR, or the LAR itself, should describe the application system development areas not covered by the RadICS topical report safety evaluation (SE). The NRC also stated that summaries or descriptions of application software planning documents specific to the Peach Bottom ECCS compensated level system digital upgrade project should be submitted to the NRC for review rather than submitting the entire report or output document. Representatives from Curtiss-Wright asked the NRC to explain the difference between referencing and submitting various documents as part of the LAR. The NRC staff responded by referencing the DI&C interim staff guidance (ISG)

DI&C-ISG-06, Licensing Process, which indicates which documents can be summarized in the LAR, which can be referenced, and which need to be submitted in whole. The NRC staff further explained that the description of how the LAR meets regulatory requirements is needed in writing within the LAR submittal along with how the plant specific action items are addressed.

The NRC staff and Constellation further walked through the RadICS topical report SE and clarified what is needed for Constellation to submit as part of the LAR for application software development and what is credited in the topical report for platform development.
