The Nuclear Energy Institute (NEI) 1 appreciates the opportunity to provide comments as part of the scoping process for the NRCs environmental review of Pacific Gas & Electrics (PG&Es) license renewal application for Diablo Canyon Power Plant (DCPP). We support the NRCs efforts to meet its obligations under the National Environmental Policy Act (NEPA) to consider any potentially significant environmental impacts of proposed licensing actions and inform the public about the agencys environmental decision making. We also look forward to future opportunities for public participation in the NRCs NEPA review process for this project, including the NRCs development of its draft environmental impact statement.

As the NRC conducts its scoping process, we urge consideration of the widely recognized environmental benefits of nuclear energy. The NRCs review should also include recognition of the positive economic impact of renewing the DCPP license and its decades of safe, reliable operation. DCPP provides jobs to nearly 1,300 employees, contributes significantly to the local economy, and has a relatively small geographic footprint that lessens land use impacts. Its continued operation will ensure that residents receive affordable and reliable clean energy.

As our largest source of carbon-free energy, nuclear power is critical to reducing greenhouse gas emissions. As noted by the California Energy Commission, DCPP supplies about 17 percent of Californias zero-carbon electricity and 9 percent of total electricity. An extension allows the state to rely less on

natural gas and more on clean resources for the electricity grid. 2 Thus, the continued operation of DCPP is necessary to meet state and federal climate goals.

In summary, DCPP provides significant economic benefits to the local community, supports the states carbon-reduction goals, and is necessary in meeting national priorities. It is far too valuable to be retired.
