DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 - NOTICE OF AVAILABILITY OF FINAL SUPPLEMENT 62 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2023-LNE-0004)

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final supplemental environmental impact statement (SEIS), issued as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 62, Regarding Diablo Canyon Nuclear Power Plant, Units 1 and 2, Final Report, regarding the renewal of Facility Operating License Nos. DPR-80 and DPR-82 for an additional 20 years of operation for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon). The Agencywide Documents Access and Management System (ADAMS) accession number for the final SEIS is ML25156A357. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.

As discussed in chapter 4 of the final SEIS, the NRC staffs recommendation is that the adverse environmental impacts of license renewal for Diablo Canyon are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) the environmental report submitted by Pacific Gas and Electric Company; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 62 to NUREG-1437; and (4) the NRC staffs consideration of public comments.

The NRC staff has prepared a Federal Register (FR) Notice of Availability (NOA) to advise the public that the supplement is publicly available. A separate NOA of the final SEIS will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices to be published on June 27, 2025.
