UPDATED INSPECTION PLAN FOR COLUMBIA GENERATING STATION (REPORT 05000397/2024005)
Dear Robert Schuetz:
The enclosed inspection plan lists the inspections scheduled through June 30, 2026, for Columbia Generating Station. The U.S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. The Regional Administrator has approved the staffs plan to conduct Inspection Procedure 71003, Post-Approval Site Inspection for License Renewal at your facility as indicated in the enclosed inspection plan.
In our 2023 Annual Assessment Letter, dated February 28, 2024, (Report 05000397/2023006, Agencywide Documents Access and Management System [ADAMS] Accession No.
ML24047315), we informed you of our intention to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs, pending your notification of readiness to the NRC following deferral of the previously-scheduled supplemental inspection. On June 19, 2024, you informed the NRC of your readiness for the supplemental inspection. The NRC commenced the supplemental inspection during the week of August 19, 2024, and you will receive a separate report documenting the results of the inspection.
During the 2023 biennial problem identification and resolution inspection, the NRC identified a chilled work environment in the Operations Department. In response, the NRC completed inspection procedure 93100, Safety-Conscious Work Environment Issue of Concern Followup and documented the inspection results in NRC Inspection Report 05000397/2024012 (ADAMS Accession No. ML24173A224). NRC Region IV management determined that it is appropriate to continue to monitor your progress in addressing the safety-conscious work environment concerns in the Operations Department and the Region IV Regional Administrator authorized the staff to perform an additional inspection using Inspection Procedure 93100. The NRC staff will contact you to schedule this inspection. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
