ANNUAL ASSESSMENT LETTER FOR COLUMBIA GENERATING STATION (REPORT 05000397/2024006)
Dear Robert Schuetz:
The U.S. Nuclear Regulatory Commission (NRC) has completed its end-of-cycle performance assessment of Columbia Generating Station, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2024, through December 31, 2024. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The NRC concluded that overall performance at your facility preserved public health and safety. The baseline inspection program was completed at your facility as defined in Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program
- Operations Phase.
The NRC determined the performance at Columbia Generating Station during the most recent quarter was within the Regulatory Response Column, the second highest performance column of the NRCs Reactor Oversight Process (ROP) Action Matrix. This conclusion was based on two inspection findings having low-to-moderate safety significance (i.e., White) in the Occupational Radiation Safety Cornerstone originating in the fourth quarter of 2021, and all PIs within the expected range (i.e., Green). This is the same Action Matrix status that the NRC communicated to you on February 24, 2024, in the 2023 Annual Assessment Letter (Agencywide Documents Access and Management System [ADAMS] Accession No.
In the 2023 Annual Assessment Letter, we informed you of our intention to conduct a supplemental inspection in accordance with Inspection Procedure (IP) 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs. The initial IP 95001 inspection was scheduled for the week of March 4, 2024. After requesting deferral of the original inspection date, on June 19, 2024, you subsequently informed us of your readiness for the deferred supplemental inspection and the NRC commenced the inspection on August 19, 2024. During the inspection, the NRC determined the inspection still could not be satisfactorily completed, pending additional corrective actions for EA-23-054, Compromised Ability to Assess Dose, and the inspection was held open while the team continued to review additional activities being completed by the station. Upon completion of the inspection, the results will be documented in Inspection Report 05000397/2024040. The enclosed inspection plan lists the inspections scheduled through December 31, 2026. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. During 2025, the Regional Administrator has authorized completing IP 71003, Post-Approval Site Inspection for License Renewal.
During the 2023 biennial problem identification and resolution inspection, the NRC identified a chilled work environment in the Operations Department and in May of 2024, the NRC completed IP 93100, Safety-Conscious Work Environment Issue of Concern Follow-up, to review your efforts to address this issue. The NRC concluded that although some improvement had been made, the NRC determined that continued monitoring of the scope and pace of corrective actions to address the chilled work environment was warranted. Therefore, the Regional Administrator approved an additional 93100 inspection, which is scheduled for the week of July 14, 2025.
This letter and its enclosure will be made available for public inspection and copying at ADAMS Public Documents l NRC.gov and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding.
