Thank you for your January 23, 2023 MEMORANDUM. I am submitting a limited appearance statement in order to make the Atomic Safety and Licensing Board aware of my concerns at issue in this proceeding.

The town of Erwin is settled in a beautiful valley and surrounded by the Appalachian Mountains.

Only a short distance from the Nolichucky River, the Cherokee National Forest, and the Appalachian Trail. The town of Erwin has taken great pride in cultivating its small town feel and exudes an appreciation for the natural world.

NFS has been a black mark on the true value of this town and has a history of risking its environmental future for profit. Appalachia has a long relationship with capitalist greed and the backing of the United States government to insure the extraction of its resources to benefit those who do not live here. This application of licensure to begin purifying uranium for nuclear weapons is just another attempt at risking it all for very little.

We must ask ourselves. Why do we choose to make more weapons? Why do we risk the lives and health of the people we claim to protect by making more warheads? Mutually assured destruction has been established since the 1950s. How many warheads does one need?

War will never end. It is a profit generating industry. This is a truth and everyone knows it. This application for licensure is saying the quiet part out loud. NFS and the United States Government cares about profit over people and does not care about their environmental health.

But even though this should be enough to stop anyone from perpetuating the violence forward this is not why I am writing this letter.

The natural world is all we have left. Our health is all we have left. We cannot risk these truths.

The bombs that will be made from NFS if this goes through mean nothing. They are nothing, they contribute nothing, and they have no real intrinsic value to the world we exist in. And if you think that profit and the perpetuation of violence has value then your sense of reality is distorted.

NFS is not capable of ensuring that they will not have an environmental impact on our region. They are not capable of ensuring that the health of the residents of Erwin will be considered over everything else. East Tennessee is a diamond in this country. Global Warming is real and even this region will not be able to escape the harsh realities of its effect on this planet. We cannot take the risk to do more damage than what has already been done. Money will never outweigh the value of clean air and clean water. The people of Erwin and the Cherokee national forest have an intrinsic value. They are necessary and their health should and will be put above all else.

Whatever your moral values are based on. It is time for you to sit with yourself and ask if those morals are in line with the needs of this region or are they in line to only benefit you and your constituents. Tennessee has fallen far from its morals since 1772. This is an opportunity for the right choice to be made. The people of East Tennessee DO NOT want this licensure and expansion to go into effect.
