Thank you for your January 23, 2023 MEMORANDUM. I am submitting a limited appearance statement in order to make the Atomic Safety and Licensing Board aware of my concerns at issue in this proceeding.

As a former Nuclear Industry employee and a private citizen of Erwin TN I want to express my concern regarding the subject License Amendment Request (LAR). My primary concern is that the facility applying for this LAR does not have an NRC approved and audited quality assurance program at its Erwin operation. My secondary concern is that a comprehensive assessment of the cumulative impacts on the environment of this 65-year-old plant is long overdue and that an Environmental Impact Study for the processes being introduced by this LAR must be done prior to approving this LAR.

Please address my concerns in your consideration of this proposed License Amendment Request for Nuclear Fuel Services, Docket No.70-143.
