Thank you for your January 23, 2023 MEMORANDUM.I am submitting a limited appearance statement in order to make the Atomic Safety and Licensing Board aware of my concerns at issue in the subject proceeding.

A need for more nuclear weapons in our arsenal has not been demonstrated by any empirical research. Our nukes are stated to be for deterrence primarily as stated by Pentagon officials and politicians leading our defense policies. There is consensus that our current inventory provides ample deterrence against threats from any and all nations. We have not used our nukes in 7 decades.

This investment is a massive loss and drains funds from more important priorities. Building more nukes violates the Nuclear Non-Proliferation Treaty and the Treaty on the Prohibition of Nuclear Weapons - branding the USA as a rogue nation that violates international norms. Increasing nuclear stockpiles increases global insecurity. Decreasing nuclear stockpiles increases global security.

The Doomsday Clock was reset yesterday to the highest risk of war level in its history of over a half century.

There are numerous environmental hazards of producing nuke fuel. Producing more fissile material is premature until we devise a safe long-term plan for containing and storing fissile trash.

Please nuke proposals to build and fuel more nukes.
