Change in Estimated Review Schedule and Level of Effort for the Sequoyah Nuclear Plant Request to Revise the Updated Final Safety Analysis Report Regarding Changes to the Hydrologic Analysis (L-2020-LLA-0004)

Jesse Baron, By letter dated January 14, 2020 (Agencywide Documents Access and Management System Accession No. ML20016A396), as supplemented by letters dated February 18, 2020, May 14, 2020, August 12, 2020, November 10, 2020, June 15, 2021, August 13, 2021, December 21, 2021 and August 22, 2022 (ML20049H184, ML20135H067, ML20225A170, ML20328A093, ML21203A335, ML21239A115, ML22013A278 and ML22251A139 respectively), Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) applicable to the Renewed Facility Operating Licenses for Sequoyah Nuclear Plant, Units 1 and 2 (Sequoyah), to revise the Sequoyah Updated Final Safety Analysis Report to reflect the results from a new hydrologic analysis. In the January 14, 2020, license amendment request, TVA requested approval of the proposed license amendment by one year from the date of the submittal, with the amendment being implemented within 60 days. On February 20, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff notified TVA that this LAR had been accepted for review and that the review was estimated to be completed by February 1, 2022, and require 1505 NRC staff hours.

During routine interactions in 2021 between myself and my Sequoyah licensing contact, Mr.

Andy Taylor, TVA informed me that additional time would be needed to respond to outstanding NRC requests for additional information and open audit questions and that the issues expected to be represented in these responses would also necessitate the submittal of a revised hydrologic analysis LAR. I informed Mr. Taylor that the NRC staff would likely need an additional 1 year from receipt to complete its review of the revised LAR. The revised hydrologic analysis LAR was submitted on April 11, 2023 (ML23101A178). During routine interactions with Mr.

Taylor since April 11, 2023, the NRCs projected completion date of April 11, 2024, was discussed regularly. The purpose of this email is to officially inform you that the NRC expects to complete its review by April 11, 2024, and require 2500 NRC staff hours due to additional time needed to review the revised amendment.

If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager.

The change in the estimated completion date and estimated hours was approved by the Deputy Director for the Division of Operating Reactor Licensing.
