Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 3 Inspections, Tests , Analyses , and Acceptance Criteria (ITAAC) Item 2.3.04.1 O [Index Number 337).

This ITAAC confirms that the fire detectors in the fire areas identified in Combined License Appendix C Table 3.3-3 provide fire detection capability. The closure process for this ITAAC is based on the gu idance described in Nuclear Energy Institute (NEI) 08-01 , "Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52 ," which was endorsed by the NRG in Regulatory Guide 1.215.

This letter contains no new NRG regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRG staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

10. Individual fire detectors provide fire detection capability and can be used to initiate fire alarms in areas containing safety-related equipment.

Inspections/Tests/Analyses Testing will be performed on the as-built individual fire detectors in the fire areas identified in subsection 3.3, Table 3.3-3. (Individual fire detectors will be tested using simulated fire conditions.)

Acceptance Criteria The tested individual fire detectors respond to simulated fire conditions.

ITAAC Determination Basis Testing was performed to demonstrate individual fire detectors provide fire detection capability and can be used to initiate fire alarms in areas containing safety-related equipment. The testing used simulated fire conditions on the as-built individual fire detectors in the fire areas identified in Vogtle Electric Generating Plant (VEGP) Combined License (COL), Appendix C, subsection 3.3, Table 3.3-3 (Attachment A). Test results verify and document that individual fire detectors respond to simulated fire conditions.

Testing was performed as described in ITAAC Technical Report SV3-FPS-ITR-800337 (Reference 1). The testing verified that the as-built individual fire detectors in the fire areas identified in COL, Appendix C, subsection 3.3, Table 3.3-3 (Attachment A) responded to simulated fire conditions.

Testing was performed on each individual fire detector in each of the Fire Areas as identified in Attachment A. The Fire Protection System was verified to be installed such that alarm signals were received by the applicable Local Fire Protection Panel during the simulated fire condition testing. Testing simulated fire conditions for each fire detector of each fire detector type (smoke, heat, and linear) in each fire area. Testing verified that fire alarms were received from each fire detector of each type by the Local Fire Protection Panels.

The completed Unit 3 test results (Reference 1) confirmed that individual fire detectors respond to simulated fire conditions.

Reference 1 is available for NRC inspection as part of the ITAAC Completion Package (Reference 2).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.3.04.1 O (Reference 2) and is available for NRC review.

U.S. Nuclear Regulatory Commission ND-22-0354 Enclosure Page 3 of 4 IT AAC Completion Statement Based on the above information , SNC hereby notifies the NRC that ITAAC 2.3.04.1 0 was performed for VEGP Unit 3 and that the prescribed acceptance criteria was met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
