In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtie Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item E.3.9.01.01.01 [Index Number 845]. This ITAAC confirms that selected Post-Accident Monitoring System parameters are retrievable in the Unit 3 Main Control Room, Technical Support Center, and Emergency Operations Facility. This ITAAC also confirms that the ranges of these parameter value displays encompass the values specified in the emergency classification and Emergency Action Level scheme. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

U.S. Nuclear Regulatory Commission ND-22-0257 Enclosure Page 2 of 3 ITAAC Statement Program Commitment 1.1 An emergency classification and emergency action level (EAL) scheme must be established by the licensee. The specific instruments, parameters, or equipment status shall be shown for establishing each emergency class, in the in-plant emergency procedures. The plan shall identify the parameter values and equipment status for each emergency class.[D.1]

I nspections/Tests/Analyses 1.1.1 An inspection of the control room, technical support center (TSC), and emergency operations facility (EOF) will be performed to verify that the displays for retrieving system and effluent parameters specified in the Southern Nuclear Operating Company Standard Emergency Plan VEGP Units 3 and 4 Annex, Appendix B, Emergency Action Level(EAL) Scheme, are installed and perform their intended functions.

Acceptance Criteria 1.1.1 The parameters specified in UFSAR Table 7.5-1, Post-Accident Monitoring System, are retrievable in the control room, TSC, and EOF. The ranges of values of these parameters that can be displayed encompass the values specified in the emergency classification and EAL scheme.

ITAAC Determination Basis An inspection of the VEGP Unit 3 main control room (MCR), technical support center (TSC),

and the Southern Nuclear Operating Company(SNC) emergency operations facility (EOF) was performed to verify that the Unit 3 MCR, TSC, and SNC EOF displays for retrieving Unit 3 system and effluent parameters specified in the Southern Nuclear Operating Company Standard Emergency Plan Annex for Vogtie Electric Generating Plant Units 3 and 4, Appendix B, Emergency Action Level (EAL) Scheme (Reference 1), are installed and perform their intended functions. Specifically, the inspection verified that the parameters specified in VEGP 3&4 Updated Final Safety Analysis Report(UFSAR) Section 7.5, Table 7.5-1, Post-Accident Monitoring System (Reference 2), are retrievable and displayed in the Unit 3 MCR, TSC, and SNC EOF and that the displayed ranges of these parameters in the Unit 3 MCR, TSC, and SNC EOF encompass the values specified in the emergency classification and EAL scheme specified in Reference 1.

The inspection was performed as described in ITAAC Technical Report SV3-ERO-ITR-800845 (Reference 3), and verified that each of the plant parameters identified in Reference 2 can be retrieved and displayed in the Unit 3 MCR, TSC, and SNC EOF. The inspection also verified that the displayed ranges of these parameters in these facilities encompassed the values specified in the Reference 1 emergency classification and EAL scheme. The inspection results are documented in Reference 3 and verify that the plant parameters listed in UFSAR Table 7.5-1, Post-Accident Monitoring System, are retrievable and can be displayed in the Unit 3 MCR, TSC and SNC EOF and that the ranges of values of these parameters displayed in these facilities encompass the values specified in the emergency classification and EAL scheme.

Reference 3 is available for NRC inspection as part of the ITAAC E.3.9.01.01.01 Completion Package (Reference 4).

U.S. Nuclear Regulatory Commission ND-22-0257 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings associated with this ITAAC, The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC E.3.9.01.01.01 (Reference 4) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC E.3.9.01.01.01 was performed for VEGP Unit 3 and that the prescribed acceptance criteria was met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
