POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND 2 - NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 23, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NO. L-2020-SLR-0002)

Dear Mr. Strope:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 23, Second Renewal, to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the proposed subsequent renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for an additional 20 years of operation for Point Beach Nuclear Plant, Unit Nos. 1 and 2 (Point Beach), respectively. The NRC staff has prepared a Federal Register Notice of Availability (86 FR 62220) to advise the public that the draft supplement is publicly available from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for the draft Supplement 23, Second Renewal, to the GElS is ML21306A226. In addition, the draft Supplement 23, Second Renewal, to the GEIS will be available to the public near the site at the following location: Lester Public Library, 1001 Adams Street, Two Rivers, WI 54241.

As discussed in Chapter 4 of the draft supplement, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal for Point Beach are not so great that preserving the option of subsequent license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GElS; (2) the Environmental Report submitted by NextEra Energy Point Beach, LLC; (3) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; (4) the NRC staffs independent environmental review; and (5) the NRC staffs consideration of public comments.

A public meeting will be held to present an overview of the draft supplement and to accept public comment on the draft supplement. An NRC meeting notice will be published to provide more details about this public meeting.

A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency (EPA).

The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the Federal Register.
