POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - SUBSEQUENT LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL (EPID NO. L-2020-SLR-0002)

Dear Mr. Moul:

By letter dated November 16, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20329A292), NextEra Energy Point Beach, LLC (NextEra) submitted an application for subsequent renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for Point Beach Nuclear Plant, Units 1 and 2 (Point Beach),

respectively, to the U.S. Nuclear Regulatory Commission (NRC).

The NRC staff continues to seek approaches to improve efficiency and to support an effective review. One method to increase the efficiency of the NRC staffs review of the subsequent license renewal application (SLRA) is the use of an online reference portal that will allow the NRC staff and associated contractors limited, read-only access to the documents and other reference materials cited in the SLRA or in references cited therein. In cases where the NRC staff identifies documents as necessary to support its determination in the safety evaluation report, or its environmental impact statement, the NRC staff will request that NextEra submit those documents on the docket.

The use of the online reference portal will be in accordance with the following restrictions:

  • The online reference portal will be password-protected, and passwords will be distributed only to the NRC staff and contractors directly involved in the Point Beach SLRA review on a need-to-know basis.
  • The online reference portal will not support any printing, saving, or downloading functions.
  • The NRC staff and contractors who are granted access to the online reference portal will be informed of the conditions related to the use of the online reference portal by NRC project managers.
  • The conditions associated with the online reference portal will be maintained throughout its use during the Point Beach SLRA review process.

  • Documents posted to the online reference portal will be limited to basis and other reference material cited in the SLRA, in support of the NRC staffs audit of the information in the SLRA, and other documents as agreed upon by NextEra and NRC management.
  • The NRC staff requests that NextEra make the portal accessible to the staff and its contractors as soon as possible. At some time near the end of the Point Beach SLRA review, NRC management and NextEra will agree to a date to close the portal.
