PUBLIC MEETING CATEGORY 1 - PRE-APPLICATION NEW GRADED QUALITY PROGRAM On September 3, 2020, the U.S. Nuclear Regulatory Commission staff held a Category 1 public meeting with Louisiana Energy Services D.B.A. URENCO USA to discuss the Pre-application New Graded Quality Program Proposal, LAR-20-01.
The purpose of the meeting was to provide a pre-application presentation introducing a new quality program applicable for equipment associated with redundant administrative control items relied upon for safety (IROFS). The license application request would revise the definition of redundant IROFs and a group of IROFs to prevent or mitigate the consequences associated with the applicable accident scenario under the performance requirements of 10 CFR 70.61 as well as other independent IROFS.

The purpose of this meeting was to provide a pre-application presentation introducing a new quality program applicable for equipment associated with redundant administrative control items relied upon for safety (IROFS).
BACKGROUND:
URENCO USA (UUSA) provided a pre-application presentation introducing a new quality program applicable for equipment associated with redundant administrative control items relied upon for safety. The license application request (LAR) would revise the definition of redundant for IROFs and a group of IROFs to prevent or mitigate the consequences associated with the applicable accident scenario under the performance requirements of 10 CFR 70.61 as well as other independent IROFS.
DISCUSSION:
At this point in UUSAs development, there would be no IROFs proposed in the submittal. The objective would be to seek approval by the NRC for this graded quality program. The new graded quality program would also set the stage for future development of higher enrichment projects when the opportunity is appropriate. The UUSA team discussed the new quality level (QL-2R) and defined the NQA-1 criterion and the possible changes.
During the question and answer part of the agenda, the NRC staff asked if UUSA was going to consider Regulatory Guide 3.75, Corrective Action Programs for Fuel Facilities. UUSA responded that they were not sure of the requirement, and would address their corrective action program as part of this new submittal. The staff also asked about the IEEE credited components and if UUSA would review this aspect for their new quality level. UUSA would consider this and address it in the new submittal.
RESULTS:
The pre-application meeting was successful in providing two areas for UUSA to address in the new submittal and NRCs previous 2017 submittal request for additional information with UUSAs LAR 16-06, Change to Classification of Administrative Control IROFS and Quality Level Requirements (ADAMS Accession Number ML17173A860).
