OF AUGUST 9, 2023, PRE-APPLICATION MEETING WITH URENCO USA REGARDING A FORTHCOMING LICENSE AMENDMENT REQUEST FOR LOW ENRICHED URANIUM PLUS On August 9, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid Partially Closed pre-application meeting with Urenco USA (UUSA) representatives. The purpose of the meeting was for UUSA to inform the NRC staff of the plans and content of a forthcoming license amendment request that will request approval to increase the allowable enrichment level to 10 weight percent uranium 235 at the UUSA facility in Hobbs, NM.
In the open portion of the meeting, UUSA gave the NRC staff and the public an overview of the UUSA facility, discussed its desired schedule for licensing actions, reminded participants of the previous meeting on low enriched uranium plus, discussed the scope of the license amendment request submittals (LARs), and discussed the contents of the first LAR to be submitted. In the closed portion of the meeting, UUSA went into detail with the NRC staff on the changes to specific technical areas because of the LARs.
The biggest takeaway from the meeting was that UUSA plans to accomplish its goal by submitting two LARs. The first LAR would cover systems, components, and processes affected by the increased enrichment and would be submitted in October 2023. The second LAR would cover changes to waste related processes resulting from the increased enrichment and would be submitted in April 2024.
