QUESTION 6 Edison has said there is no safety problem even if the heat' shield came loose and fell, because a " shelf" would catch it, and it would fall only 11 inches.

Isn't there a danger that if a 24-ton steel cyclinder fell 11 inches that other bolts, supports or other material might cause blockage of coolant and possibly cause uneven or inhibited cooling?
