~ QUESTION'3 When exactly is NRC' proposing to allow Edison to-restart the

. San Onofre 17-ANSWER On May 15, 1989, the NRC staff issued License Amendment No. 127, which.estab-lished conditions for operation of San Onofre Unit I until the thennal shield is repaired. These conditions include the establishment'of.a thermal shield monitoring program, a mid-cycle inspection, and development of a plan for repairing the thermal' shield during the next refueling outage. On May 16, 1989, the Director of the Office of Nuclear Reactor Regulation issued a letter to SCE indicating that the additional matters identified in the NRC's February 8 letter had been resolved to the staff's satisfaction and that the staff' concurred in the licensee's plan to restart Unit 1. These two documents, which are attached, authorized the licensee to restart San Onofre Unit 1, which occurred on May 21, 1989.
