DOCKET NO. 50-409 ENVIRONMENTAL ASSESSMENT AND FIN 01HG OF NO SIGNIFICANT IMPACT 1

i The U.S. Nuclear Regulatory Comission (the Commission) is considering issuance of an amendment to Possession-Only License No. DPR-45 issued to Dairyland Power Cooperative (the licensee) for the La Crosse Boiling Water l Reactor (LACBWR) located at the licensee's site in Yernon County, Wisconsin.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

TheproposedamendmentwouldrevisetheTechnicalSpecifications(TS) related to the storage of fuel for the fire pump diesel engines to accomodate the installation and use of two new diesel fuel tanks.

-LACBWR is permanently shutdown and all nuclear fuel has been transferred to the Fuel Element Storage Well. The NRC is evaluating the licensees proposed decommissioning plan that involves long term onsite storage of the nuclear fuel and residual radioactivity (SAFSTOR) followed by removal of the fuel and decontamination of the facility. Fire protection on the site, including the storage of fuel for the diesel fire pumps, is required during ,

the SAFSTOR period.

-2 The Need for The Proposed Action:

The present diesel fuel tanks are two outdoor underground tanks of different sizes. These older tanks need to be replaced and the licensee proposes to install two new tanks of equal size in an indoor location to improve the reliability of the diesel fire pump system. The TS aust be changed to allow the use of the two new fuel tanks.

Alternatives to the Proposed Action:

It has been concluded that there is no measurable impact associated with the proposed amendment; any alternatives to the amendment will have either no environmental impact or greater environmental impact.

Alternative Use of Resources:

This action does not involve the use of any resources beyond the scope of resources used during normal plant maintenance.

The staff did not consult other agencies or persons in connection with the proposed amendment. i FINDING OF NO SIGNIFICANT IMPACT Based'upon the foregoing environmental assessment, the Commission {

concludes that the proposed amendment will not have a significant effect on the quality of the human environment. Accordingly, the Comission has 1 determined not to prepare an environmental impact statement for the proposed amendment.

For information concerning this action, see the licensee's application for amendment dated December 21, 1987 as revised February 22, 1988, October 13, 1988 and February 15, 1989. All of these items are available for public inspec-tion at the Comission's Public Document Room, 2120 L Street, NW, Washington, D.C.,'and at the La Crosse Public Library, 800 Main Street, La Crosse, Wisconsin 54601.
