'GPU Nuclear Corporation-(GPUN/the licensee) was required by. Generic letter 83-28. Item 4.5.3 to perform on-line functional testing of the reactor-trip system, including independent testing of the diverse 1 trip. features. Existing.

intervals for on-line functional testing required by Technical Specifications-were to be reviewed to determine that the intervals are consistent with achieving high reactor trip s considerations such as:. (1) ystem availability when accounting for:.

H uncertainties in component failure rates; _(2)

. uncertainty in common mode failure rates (3)' reduced redundancy during testing; (4) operator errors during testing; and (5) component "wearout". caused by the L

testing.

In letters' dated August 16, 1984,' November 1984 and-October 23, 1985, GPUN' provided information including GE Owners Group Topical Report NEDC-30844 regarding Item 4.5.3 of. Generic Letter 83-28.

The NRC' staff and our contractor (EG&G) have reviewed this information. The results of these reviews as documented in the enclosed contractor's. report' (EGG-NTA-8341) find that existing. intervals.for on-line functional. testing are consistent with' achieving high reactor trip system availability. The enclosed SafetyEvaluation(SE)'documentsourconcurrencewiththecontractor's.

findings. We, therefore, consider Item 4.5.3 of Generic Letter 83-28 to be closed.
