SAFETY EVALUATION FOR OPERATION OF NINE MILE POINT UNIT 2 WITH WYE PATTERN GLOBE MAIN STEAM ISOLATION VALVES WITHOUT A LEAKAGE CONTROL SYSTEM (TAC #64871)

By letters dated March 11, 18, and 31, and April 7, 1987 (NMP2L 1004, 1007, 1014, and 1020), the licensee has provided information on the wye pattern globe Main Steam Isolation Valves (MSIVs) which replace the ball-type MSIVr, i

that are being removed from Nine Mile Point Unit 2.

The licensee has requested that a Leakage Control System (LCS) not be required.

In the enclosed SER, the staff has concluded that Nine Mile Point Unit 2 may resume plant operation with wye pattern globe MSIVs without a LCS. This conclusion is based on a sound MSIY maintenance program to improve leakage characteristics committed to by the licensee, and operating procedures and emergency procedures to limit the release of radioactivity from the M31Vs in the event of an accident.

Our SALP input is also enclosed.
