SUBJECT:

SAFETY EVALUATION FOR OPERATION OF MAIN STEAM ISOLATION VALVES l

DURING FIRST FUEL CYCLE WITH REFURBISHED SEAT AND BALL l

By letters dated October 8,10,17 and 20,1986, the applicant has provided information on the Nine Mile Point Unit 2 main steam isolation velve leakage problem.

This information included the discovery of the problem, failure description, f ailure evaluation and analyses, corrective action and technical justification, end a commitment to perform additional confirmatory testing.

The enclosed SER addresses the leakage concern in the fonn of two issues to permit use of, the refurbished MSIVs during the initial fuel cycle. The first issue address es the use of one MSIV in each main steam line, with a' modified seat spring configuration and recoated tungsten carbide ball, to ensure secondary contain: rent integrity to permit fuel loading and pre-criticality startup tdsting. The MSIh will be in a closed position with the actuaters deactivated to resolve this issue. The second issue involves the use of all eight MSIVv, with modified seat spring configurations,and recoated t.ungsten carbide balls, for primary containment isolation to i

permit criticality and power operation through the initial fuel cycle.

j We find that the refurbished MSIVs are acceptable for use in providing secondary containrrer.t integrity prior to criticality, and for use in providing primary contair, ment isolation from the time: of criticality to the end of the first fuel cycle.
