I. INTRODUCTION AND

SUMMARY

This report discusses the data. accumulated by the Environmental l

Monitoring Program during the period July 1, through December 31, {

1976.- i i

Pilgrim Station reactor power output was about 75% of capacity during July, August and September. The average capacity factor

)

for October was about 70%, and for November and Dectmber it was j about 80%.

The Environmental Radiation Monitoring Program was performed durirg the reporting period as required by the Nuclear Regulatory Commis-l sion. The most notable event was the detection of weapons test  !

l fallout from the Chinese tests of September 26 and November 17. l Isotopes detected in terrestrial media were I-131, Mn-54, Zr/Nb-95, 1 Ba/La-140 and Ru-103, 106. I-131 was detected in milk at 51 pCi/1. I Fallout nuclides detected in marine media included Mn-54, Zr/Nb-95, Ru-103, La-140 and Ce-141, 144.

Plant related radioactivity was detected in marine algae, sediments and finfish. The highest level detected was 2.1+ .2 pCi Co-60 per

gram Irish Moss.

II. DESCRIPTION OF MONITORING PROGRAM -

The Environmental Radiation Monitoring Program is being performed l

in accordance with the requirements specified in the Pilgrim Facility  !

Operating License (DPR-35). Summaries of the sampled media, sampling i locations, frequences of collection, analyses and detection sensi-tivities are given in Tables 1 through 5A. Sampling locations are shown in Figures 1, 2, 3 and 3A. A more detailed program descrip-tion including analytical and radiochemical techniques is contained in a separate report entitled, " Environmental Radiation Monitoring Program, Program Description and Procedures, January, 1976."

III. MONITORING DATA AND RESULTS This section presents the results of radiological analyses of i

samples taken during the reporting period. Analyses were per-formed either by Interex, Corp. or Teledyne, Isotopes, except as noted. Counting erro; s are calculated at the 95% confidence level, l that is, two times tite standard deviation of the count. Reported  ;

"less than" values are generally three times the standard deviation '

of the background count. The exceptions are "less than" values reported for milk, freshwater, crops, finfish, and seawater, which are two standard deviations of the background count.

Incomplete data is missing from the report tables and will be re-ported in a later report.

A. Air Surveillance Weekly air surveillance filters were analyzed for gross beta ac-tivity (after 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> decay) and radiciodine activity. The results are presented in Tables 6, 8 and 8A. Monthly gross gamma, and quarterly gamma isotopic and Sr-90 activities are presented in Tables 7, 7A and 7B respectively. The data clearly shows the presence of fallout from the C'hinese nuclear weapons tests of September 26 and November 17, 1976. The particulate filter with the highest activity was from the East Breakwater station for the week of October 21. Gamma spectral analysis showed that the ac-tivity was due to Ru/Rh-106. A radiograph of the filter (see 3

l Figure 4A) showe'd the activity to be contained in one large particle, i Since all Pilgrim Station contaminated gaseous effluents are filtered to remove particulate, and since Ru/Rh-106 did not appear in the gaseous effluent samples, it is reasonable to conclude that the j Ru/Rh-106 detected is a weapons fallout particulate. i i

Long-term trends in airborne radioactivity are shown in Figures 1 4 and 5.

B. External Gamma Exposure External gamma exposure rates at 22 onsite and 17 offsite locations are reported in Table 9. The measurements were made with the Tele-dyne Radi-guard CaSO4 (Dy) dosimeters and 8300 reader by Boston Edison personnel. Monthly average offsite (background) exposure I rates ranged from 6.7 gR/hr to 9.8 #R/hr. Elevated onsite ex-posure rates were due to direct radiation from steam in the plant I turbine, and other direct radiation sources.

C. Milk Milk was sampled from two dairy locations, from a store in Plymouth, l

and, for two months, from the Plimoth Plantation. The routine l

samples were analyzed monthly for Cs-137, Sr-90, Ba/La-140 and I-131. The results obtained during the reporting period are pre-sented in Table 10. Iodine-131 from the weapons testing mentioned earlier is present in all October samples. The highest level detected is 1/6th the federal limit for I-131 in drinking water.

Radioactivity returned to essentially background levels in November.

i Data not reported in the previous Semiannual Report are included in Table 10. Long-term variations in radiocesium and radiostrontium levels are shown in Figure 6.

D. Crops Samples of cranberries, hay, lettuce and potatoes were collected during the reporting period. Edible portions were analyzed for gross beta, radiostrontium, and gamma emitters (see Table 11).

Cs-137 activity was detected in cranberries at all locations, in-cluding the control. Other man-made gamma emitters (I-131, Zr-95, Ru-103, and Ba/La-140) were detected in the only sample (cranberries 10/12) taken after the effects of the nuclear weapon test of September 26 were observed in New England. These nuclides were also detected in air particulate (see Table 7A). None of the detected levels of radioactivity are considered hazardous to public 1

I health.

E. Domestic and Recreational Water Monthly composites of weekly water samples were analyzed for gross radioactivity, and the isotopes H-3, Sr-90, and I-131. The results are shown in Table 12. Gross gamma levels in December were elevated at all locations including the control (Great Pond). The results of gamma spectral analyses, required quarterly, are presented in Table 13. Trace levels of Cs-137 were detected at several locations including the control (Great Pond).

The April " South Pond" sample from the previous report was checked for Cs-137 activity radiochemically, in order to check the gamma 5

l spectral analysis result of 6 1 3 pCi/1. The radiochemical result was 2.4 i .6 pCi/1. Based on this result, the detected level of Cs-137 is within the rar. .' of the background value for that month of 4 1 3 pCi/1, attributable to fallout from previous weapons tests, i

and is fell below the federal regulation for drinking water (20,000 pCi/1).

F. Seawater Monthly samples were taken from the intake channel, discharge canal, and a control location 7.5 miles NNW of the station. These were l

analyzed for fractional gross beta (explained in Table 14), gross gamma, tritium, and iodine-131. The results of these analyses and of quarterly analyses of intake and discharge seawater for specific radioisotopes are presented in Table 14.

The elevated Fraction I activity in the November control sample (Powder Point), was due to both weapons testing fallout and the very large amount of suspended particulate in that particular l l

l sample. No difference in the radioactivity of Pilgrim intake sea-water and discharge seawater can be inferred from the data.

G. Marine Life Finfish, shellfish and algae were sampled during the reporting period. The results of radiostrontium and gamma spectral analyses are presented in Table 15. The results of analyses of samples from the previous reporting period, not fully reported in Semi-annual Report #8, are included in Table 15. Trace amounts of plant related radioactivity (Mn-54, Co-60, Zn-65, Cs-137) were detectc.

in algae in the vicinity of the site. Algae sampled from the con-trol location (9 mi SSE) contained background levels of radio-activity. The October Irish moss samples contained fallout from

the September nuclear weapons testing; namely, Mn-54, Zr-95, Ru-103, Ce-141, Ce-144, and La-140. l Weapons fallout isotopes were also detected in October in shellfish.

i Cs-137 was detected in finfish at levels ranging from .02 to .11-I pCi/gm. Background levels for Cs-137 (fallout produced) have been reported by the EPA

  • to be .0291 005 pCi/g for bottom feeders and

.0381 006 pCi/g for opportunists. After correcting for background, only two samples can be said to possibly contain plant related Cs-137 during the reporting period (cod 6/28, cod 5/12).

Cs-137 was also detected in lobster, however, background data is not available for this species. Data will be obtained during the next reporting period to determine the amount of plant related radiocesium in these samples.

Weights given in Table 15 are wet weights except for algae, which are weighed and analysed dry.

H. Marine Sediment Results of analyses of marine bottom sediments in the vicinity of the plant are presented in Table 16. Sediment is sampled with a coring device to approximately 9 in. depth, in the intertidal zone.

Co-60 was present in trace amounts at the on-site location. Cs-137 ,

I was present at nearly all locations, including the most distant 1 (7.5 miles NNW). A review of the 1976 data shows that the Cs-137 detected offsite is fallout related and not plant related. Two factors point to this conclusion: (1) Cs-137 levels detected at i

distant locations are either higher (high clay content sediments)-  !

or are comparable to those detected at Rocky' Point (see averages below). (2) Cs-134, the reactor " tag" isotope was not detected at any location other than Rocky Point.

Average and maximum values were calculated for selected analyses of all media. The results are presented in Table 17 for both indicator and control locations. The control locations used can be identified in TabJes 6 through 16.
