Our annroval of the plan is based, inter alia, on a written connitment within the plan that "Due to the current usace factor of the reactor, the fuel reads at all tires areater than 100 Pem/ hour at one reter at tt'e nearest accessible surface."
Accordingly, we request that their License l'o. R-71 be amended by addina the license condition set forth in the enclosure. Their plan is required to be innlementad eithin thirty (30) days of receipt of the if cense arend.
