Dear Mr. Case:
I am forwarding to you a letter from the Director of the U.C.L.A.
Nuclear Energy Laboratory regarding communication channels between the Laborat'ory and the Nuclear Regulatory Commissicn. The Reactor license l
was issued in 1970 to the Regents of the University with the responsi-bilities delineated in the October 8, 1970 letter from Hobson to Morris I
(copy enclosed).
Unless requirement 3 o_f the October 8 letter is changed, it appears to me that matters directly affecting the license mest go through this

l office. Matters of technical interpretation can of course be carried l
out directly between the NRC and the Laboratory.
Dr. Catton wants to know whether the reactor security plan should go through thic office as a part of the license. Your answers to the questions in his letter vill.
