INTERIM SAFETY EVALUATION ON HELIUM CIRCULATOR S/N C-2101 DAMAGE AND COMMITMENTS BY LICENSEE FOR CONTINUING OPERATION OF FORT ST. VRAIN NUCLEAR GENERATING STATION (TAC N0. 65992) i We have reviewed the preliminary engineering evaluation submitted by the Public Service Company of Colorado on September 11, 1987, relative to the damage sus-J tained by helium circulator S/N C-2101.
We have also reviewed the commitments
)
to support continued operation of the Fort St. Vrain Nuclear Generating Station i
in your letter of September 21, 1987 (P-87327).
l We conclude from our review that the basic cause of helium circulater S/N C-2101 damage is generic, and that multiple bolt failure is necessary before similar damage would occur in other circulators.
However, the commitments of i
the Public Service Company of Colorado to demonstrate safety performance and i
operability of the installed helium circulators through continuous monitoring and inservice inspection programs justify continued operation of Fort St. Vrain.
It is understood that the reactor will be shutdown until corrective actions are completed in the event similar failure is detected in the installed circulators.
Further, investigation of the failurr will continue until a final engineering report, identifying the corrective actions considered approp-iate, is submitted 3
to the Commission.
