Revised Helium Circulator Outage Schedule

REFERENCE:

(1) NRC Memorandum Heitner to Calvo dated March 9, 1988 (G-88071)

Gentlemen:

As previously discussed with the NRC in a meeting on March 4, 1988, Reference (1), PSC had scheduled the twelve week outage for the refurbishment of the four Fort St. Vrain helium circulators to begin on May 2, 1988. Due to the factors delineated below, PSC has revised the schedule for the start of the refurbishment outage from May 2, 1988 to July 5, 1988. The projected duration of the helium circulator refurbishment outage remains twelve weeks.

PSC has found it necessary and prudent to delay the start of the helium circulator refurbishment outage for the following reasons:

1. At the time of the discussions with the NRC on March 4, 1988, the best available information indicated that the refurbished spare helium circulator would be shipped to PSC in early-April 1988.

Due to the helium circulator material quality level procurement issues, the refurbished spare helium circulator is not scheduled to be shipped to PSC until late-May 1988. A July 5, 1988 outage start date will pemit proper resolution of the quality level procurement issues and allow PSC to have a properly refurbished and inspected spare helium circulator available at the start of the outage.

2. PSC plans to replace the station batteries during the helium circulator refurbishment outage. As part of this battery replacement a Technical Specification change will be requested which is currently being reviewed by PSC's safety connittees, and is to be submitted for NRC review and approval via separate correspondence in the near future. A July 5, 1988 outage start date will allow an adequate period for NRC review of the proposed Technical Specification changes before the new batteries are placed in service and the revised Technical Specification should be implemented.
3. PSC is currently completing the final six-month PCRV tendon surveillance period under the interim 3-year enhanced tendon surveillance program. By scheduling the helium circulator refurbishment outage to start on July 5, 1988, PSC's maintenance and engineering personnel can complete the tendon surveillance inspections for the final six-month period on schedule, and submit the final report to the NRC by the July 1988 due date.
4. PSC has been notified that the NRC will be performing an Operational Safety Team Inspection during the period May 9-20, 1988. The NRC has indicated that the inspection team desires the plant to be operating during this inspection.

PSC has been performing enhanced surveillance, including wobble ,

4 monitoring, on the four helium circulators currently installed. This enhanced surveillance has found that the helium circulators are all operating satisfactorily with no indications or trends showing any degradation. Therefore, PSC concludes that an additional two months of operation prior to helium circulator refurbishment will not represent a safety concern.

This outage schedule change was discussed with Messrs. Calvo, Callan, i Westerman, Tomlinson and Heitner of the NRC on April 8-12, 1988. If you have any further questions concerning this matter, please contact Mr. M.H. Holmes at (303) 480-6960.
