TRANSMITTAL OF RANCHO SECO TECHNICAL SPECIFICATION EVALUATION As we discussed at our meeting at the Region V office on April 28, 1987, Region V has received a detailed contractor review of the Rancho Seco Technical Specifications for errors, omissions, and ambiguities, and is providing a copy of that report for your review.
Four review criteria were used by the contractor for each specification:
definitive performance criteria, sufficiency of Action Statements, adequacy of surveillance requirements, and relative completeness. The review report identifies numerous differences between the Rancho Seco Technical Specifications and the NUREG 0103 model Standard Technical Specifications, some of which may have safety significar.ce. Region V has forwarded the enclosed report to the Office of Nuclear itecctor Regulation for their evaluation of its findings and recommendations.
It is recommended that SMUD similarly review the report and identify to the NRC any changes or plans for future changes to the Technical Specifications which SMUD believes to be appropriate.
