Dear Mr. Knighton:

The Technical Specification Evaluation Report submitted to us on April 30, 1987, was reviewed by the District and resulted in a meeting in Bethesda, Maryland, on June il, 1987. District personnel presented, at that time,17 enhancements from the Technical Specification Evaluation Report that are planned to be submitted as changes to the Technical Specifications prior to plant restart. The NRC staff also submitted an additiona' ,4 items for further review and consideration by the District. Based on a telephone conversation of June 25, 1987, between Mr. George Knighton, Harry Rood, Jim Miller and Ron Colombo, two additional items will be added to the 17 changes which are to be submitted prior to plant restart.

Current plans are for the Proposed Amendment and "Sholly Statement", which will include the 19 items, to be forwarded to the NRC staff by September 30, 1987. In addition, the resolution of the remaining 32 of the 34 NRC's concerns should be formally submitted by the end of October,1987. In conclusion, the District understands from the June 11, 1987, meeting that items not yet approved by the NRC l as License Amendments shall be procedurally implemented prior to Rancho Seco startup. Confirmation of the completion of procedural implementation of those items not yet approved by the NRC will be provided prior to plant restart.
