Dear Mr. Miraglia:

Based on discussions between the District and NRC, the Distr'CT nereby submits Supplement 5 to Proposed Amendment No. 164, Devisicn J.

Acposed tr.er.dment No.164 added the Chlorine Detector to Technh;a', Specifier' ion T610 4.1-1 Instrument Surveillance Requirements.

The District's let.ter of February 17, 1988, "CR/TSC HVAC Inspection Question Response St;ted th'it gaseous chlorine has been removed from the site L centern oT a potential chlorine release is therefore not applicab' to Rancho Sec9 at this tims, In response to this resolution of the NRC staff's question, the District h adding a note to Item 44.c of Technical Specification IOle 4.1 1 aM lechnical Specification 4.10.1.E.2 to require the survei.iances be vrformed only when there is gaseous chlorine on site.

The operability and surveillance requirement for the toxic gas / chlorine detector is not otherwise required.

Attached are replacement Technical Specification Pages 4-7b and 4-41b.

The Safety Analysis and No Significant Hazards Consideration in the Distriit's October 1,1987 submittal of Proposed Amendment No.164, Revision (' are not changed by this supplement.
