Dear Mr. Miraglia:
The Rancho Seco Technical Specifications presently allow power operation with one Reactor Coolant Pump operating in each Reactor Coolant Loop (2 pumps total).
Two pump operation is normally required during plant heatup-cooldown.
Based on discussions between District and NRC staffs, the District commits not to use this two pump option during Startup through Power Operation (keff >0.99).
This commitment will be implemented administrative 1y and procedurally prior to startup from the current outage. The District will provide additional justification for this option or submit proposed Technical Specification changes eliminating this option prior to the next refueling outage.
