VSC-24 Status

Dear Regional Counterparts,

I've either spoken with you directly or left a voice message for you conceming the status of the VSC-24 CALs. The following is a summary.

The NRC Weld Team has completed an inspection of the UT procesi that will be used to inspect both currently loaded casks and those that will be loaded in the future. The Team lound the process acceptable. This will be documented in a report in a few weeks.

The Team has come to a consensus on the flaw size acceptance criteria. This will be finalized over the next week or so.

Therefore, NRC could be ready as soon as late June to perform the CAL closeout inspection at Point Beach and Late July at ANO. The would albw them to load casks the subsequent months. As we've discussed in the past any regional participation in the inspections'would be welcome.

However. last week SNC sent NRC a response to the DFl regarding the independent design control review. The response had not been given to the utilities for comment prior to being sent to us. The utilities are very concerned that the issues as portrayed in the response are not factual in all cases. The utilities are working together to resolve the issues. In addition, we are preparing a letter to each of the utilities stating that they must respond to the issues before loading additional casks.
