More on Grinding the Weld Crown Tim Kobotz and i discussed our position with Ray Keller and John Dosa, representing the - l VSC-24 Owners Group, regarding grinding the weld crown on the MSB mock-up to facilitate a UT examination from the structurallid (top) side of the MSB.

The following summarizes our position on this issue:

The NRC does not object to grinding the weld crown on the mock-up and that it made dense to explore this option. However, if the Owners Group intends to pursue demonstration of the UT examination from the MSP shell (s,ide) orientation, then NRC needs to observe demonstration of this technique in the "as-built" condition e.g. before the weld crown is removed.

NRC UT experts concluded that grinding the weld crown would produce indeterminate effects on UT examination from the side, especially for flaws 1 13 which are near the weld crowis.

There was no apparent way to conclude that the questions on these indeterminate effects cC'Jld be resolved Via a review of "before Wold Crown removal' data and 'atter weld crown removal" data. In addition, this demonstration of the technique in the "as built' condition is consistent with the ASME Code. )

i If the Owners Group desires to quantify the effects and justify that the effects do not I significantly alter the procese and results demonstrated for the side examination, the staff would review that information. However, it may be more effective to observe the demonstration with f

the weld crown intact and continue the inspection when the Owners Group has' developed a process for examining the weld from ine top. '
