l In the above-noted reference, Duquesne Light Company (DLC) provided a l
schedule for completion of unfinished fire protection items.
This schedule l
listed September 30, 1987, as the completion date for acceptance testing of the l
C0 Fire Suppression System. This letter is being provided to inform you of the 9
status of the eight (8) C0 fire zones in question. Attached is a listing of thezonesandprogresstobate.
In summary, the overpressure problems associated with the CO discharge 2
testing have been eliminated by the installation of back draft dampers in accordance with the above-noted reference.
Additional modifications to the CO 2
System were required with respect to the associated controls, alarm functions, l
and pilot piping which requires further logic retesting. These modifications, j
many of which could be performed only during an outage, were completed during the recent maintenance outage period (September 11-25, 1987).
In spite of our best efforts, the incorporation of these modifications has made the completion of all CO testing for all zones by September 30 unattainable.
2 C0 concentration testing has been successfully completed for five (5) of 7
the eight (8) zones.
For these five (5) zones (Zones 2A, 4, 5, 6 and 7), logic retesting and final acceptance testing vill be completed by October 31, 1987.
The remaining three (3) zones (Zones 1,
2, and 3) vill require additional hardware modifications due to ventilation interface problems which act as leakage paths, preventing acceptable C0 concentration levels at all sample points in the zone.
These modificati$ns will include replacement of fire dampers to reduce leakage, upgrading of door seals, and piping changes prior to additional C0 concentration and logic testing for these zones. The completion 9
date for thes5 areas is limited by the procurement and delivery of additional
- dampers, and the completion of identified modifications.
The expected completion date is December 31, 1987.

The additional C0 storage tank to provide adequate reserve capacity for 9
Zone 1 is still scheduled for installation by December 31, 1987.
]
Interim compensatory measures in the form of fire watches for each of the affected areas vill remain in-place until the systems are tested and declared operable.
By virtue of alternate shutdown capability provided for each of these areas, the ability to achieve and maintain safe shutdown is not adversely affected in the event of a fire.
