Beaver Valley Power Station, Unit No. 2 Docket No. 50-412 Fire Rated Assembly Completion Gentlemen:

This letter provides a followup to our meeting on May 18, 1987 where we discussed remaining open items to be completed in accordance with our approved Fire Protection Evaluation Report. As you are aware, the BVPS Unit 2 Electrical Completion Plan is virtually complete, with the exception of some remaining fire seals, wraps and tray covers. In addition, ongoing work in support of testing and operations will result in periodic rework of these installed fire rated assemblies.

In order to compensate for any remaining work to be completed in specific fire zones containing equipment necessary for Technical Specification equipment operability, we propose to deal with these fire zones under our existing administrative program which provides compensatory measures at any time fire detection, suppression or fire rated assemblies do not meet full operability requirements. The following is an outline of the compensatory measures contained in an approved Station Administrative Procedure.

  • Inoperable fire-rated assemblies (includes stops, seals, tray cover, doors / openings and fire wrap) - Hourly fire patrols if fire detectors on one side of an assembly or in the area are operable or a continuous fire watch on one side of the assembly or in the area if detection is inoperable.

These measures are consistent with those used during normal operations to compensate for work activities which may result in temporary inoperability of fire rated assemblies.

We intend to have all fire-rated assemblies completed prior to exceeding 5% power (issuance of the full power license).
