The Commission has issued the enclosed Amendment No. 56 to Facility Operating l License No. DPR-34 for the Fort St. Vrain Nuclecr Generating Station. )

This amendment consists of changes to the Technical Specifications (TS) in partial response to your applications dated July 22 and December 5, 1986 (P-86452 and P-86654).

This amendment changes certain administrative controls under which Fort St. Vrain is operated. The staff still has unresolved concerns regarding your proposed changes for the Plant Operations Review Committee. These I changes cannot be made without a response to our letter dated December 5, I 1986 concerning this matter.

A copy of the Safety Evaluation is enclosed. The Notice of Issuance will l be included in the Commission's next Bi-weekly Federal Register notice. j 1
