Dear Mr. Calvo:
This letter is requesting withdrawal of the remaining portions of the license amendment request submitted in Reference 1.
This withdrawal is in accordance with NRC's request provided in Reference 3 (TAC No.
56743).
The July 22, 1986 request did not contain adequate information concerning the Plant Operations Review Committee (PORC).
In addition, PSC is proposing new changes to the Administrative Controls Section of the Fort St.
Vrain (FSV)
Technical Specifications.
The proposed changes deal primarily with recent organizational changes in both the NRC and PSC, and address NRC concerns with the FSV Plant Operations Review Committee (Ref. 2).
A summary of the proposed changes is provided in Attachment 1, the changes themselves in Attachment 2, and an evaluation of Significant Hazards Consideration in Attachment 3.
