l Docket No. 50-267 Mr. R. O. Williams, Jr.
Vice President, Nuclear Operations Public Service Company of Colorado Post Office Box 840 Denver, Colorado 80201-0840
Dear Mr. Williams:
SUBJECT:
FORT ST. VRAIN NUCLEAR GENERATING STATION, AMENDMENT N0. 55 TO FACILITY OPERATING LICENSE N0, DPR-34 (TAC NO. 53576)
The Commission has issued the enclosed Amendment No. 55 to Facility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station (FSV).
This amendment consists of changes to the Technical Specifications (TS) in response to your application dated January 15, 1987 (P-87002) and the additional information provided in your letter dated June 24, 1987 (P-87236).
j l
This amendment modifies the FSV TS to require both sections of both steam j
generators to be available for decay heat removal in power operation.
1 It also assures that water sources are available to the appropriate steam generator sections.
This amendment becomes effective when the Commission approves operation of FSV at power levels higher than the 35 percent power level currently authorized.
The Commission expects that authorization of FSV to operate at power levels up to 82 percent of full power will follow the issuance of this amendment shortly.
A copy of the Safety Evaluation is enclosed.
The Notice of Issuance will be included in the Commission's next Bi-weekly Federal Register notice.
Sincerely, IN 8707110091 870629 Kenneth L. Heitner, Project Manager PDR ADOCK 05000267 P
