NRC-PSC Restart Interaction Schedule

Dear Mr. Berkow:

On December 5, 1986, PSC held a telephone conversation with members of your staff to discuss Fort St. Vrain (FSV) restart issues. As requested by NRR during that discussion, PSC is hereby formally subnitting the "NRC-PSC Restart Interaction Schedule" for FSV (see Attachment 1).

Anticipated response dates are based upon NRC Preliminary agreement by telecon with official approval via letter in approximately 30-60 days.

SAFE S/D COOLING P1 Percent Submittal 12/19/86 2/16/87 Review and Approve Staff review for technical accuracy included as a prerequisite item of the Power Ascension Plan P2 Percent Submittal 1/12/87 4/1/87 Review and Approve Staff Review for technical accuracy will be a prerequisite for power ascension above the P1 level. The RH Tech Spec relies on the analysis in this submittal.

RH Tech Spec 1/12/87 4/15/87 Review and Approve Will require formal Public Comment and Docketing, minimum of 90 days.

8. CHERNOBYL UPDATE COMPLETE N/A Review and Approve REPORT Staff review to determine that safety issues brought up in the IAEA Report on Chernobyl which relate to use of graphite as the major core structural material at FSV have been adequately addressed.
