tj 1.0 PURPOSE 1.1 The program provides a mechanism for Operations / Shift Management to observe and coach operators in an effort to improve Operations Department performance. This program clearly defines the standards of operations in key performance areas based on the requirements of the Operauons Manual and other administrative guidance. It also provides the means to measure and assess performance to ensure that the standards are maintained.

2.0 SCOPE / FREQUENCY 2.1 Performance areas to be observed may be based on the requirements of the Operations Manual, NRC, INPO, or Oversight inspection results, or as determined by the Operations Manager.

2.2 Observations shall be performed on all Operations Shift personnel.

2.3 Observations should be performed at least once per operating shift cycle.

') 2.4 Each Observer shall perform at least four observations per calendar quarter on V members of other Operations Shift Teams in order to promote consistency among Observers. A copy of the completed work observation (WO) should be forwarded to the individual's first line supervisor at the completion of the WO.

3.0 PROGRAM

SUMMARY

3.1 The Performer of a WO performs the tasks on the WO and is observed by Operations and/or Shift Management. The WO may be performed with or without the knowledge of the Performer, if the Performer is notified, Shift Management will perform coaching as necessary throughout the WO performance, in addition, Operations / Shift Management conducts observations (WO) on the Observer (Coach) while WOs are being performed.

This is done in order to ensure that standards of coaching performance are achieved.

A final review at the conclusion of the WO is conducted in order to assess performance and obtain feedback.

4.0 PROGRAM GUIDELINES 4.1 Considerations for which WO to perform and on what individual:

3. Discuss WO and individual selections with the Shift Manager prior to the WO performance if possible.
4. Consider time allocation for the WO performance. Certain WOs will take more time than others to conduct properly.
5. Individuals that have not performed to the standards may require additional coaching through WO performance.

4.2 WOs should be performed as follows:

1. Verify that the Procedure is the proper revision.
2. If WO Performer notification will take place, notify the individual prior to performance of the WO and indicate what task will be performed.
3. During the performance of the WO, positive feedback should be given for job performance activities that meet or exceed the standards. In addition, individuals should be aware of performance activities that do not meet the standards.

Coaching of expectations should take place throughout the performance of the WO (not applicable if Performer was not notified of work observation),

p 4. Observers should inquire as to why standards were not achieved and determine V if any corrective actions or changes to programs, processes or equipment are required in order to prevent recurrence. Corrective actions should be indicated on the completed WO.

5. During the performtince of the WO, observations of the following behaviors should be performed:

i a) Alertnoss b) Knowledge of work c) Safety practices d) Attention to Detail e) Self Check f) Cooperation among work groups A description of positive or negative performance behaviors may be written in the

" Comments /Other Observations" field on the WO.

6. Complete the grading of the WO and enter any remaining comments on performance,

'4.3 Review of WO performance should be performed as follows:

1. Conduct a one-on one review of the individuals performance immediately after the completion of the WO. All comments and feedback from both parties should be included in the " Comments /Other Observations" section of the WO.

B. Discuss positive and constructive performance areas observed during the WO performance. Provide feedback and coaching on rnanagement expectations for performance on the WO standards and job performance behaviors.

C. Determine areas of performance that are weak and develop an action plan to improve performance.

D. Positively reinforce the individual at the conclusion of the review.
